Difference of Laydays and Laytime

Lay days and lay time are both commercial shipping terms that are often confused as referring to the same meaning. Though both deals with the same aspect – time for loading and discharging of the cargo, there is a major difference between the two terms. Laydays can be defined as the days kept aside in a ship’s voyage schedule for loading and unloading of the cargo. Laydays represent the time at which a ship must reach the charterer for cargo operations. Laytime can be defined as the amount of time allowed to a ship in a voyage charter for loading and unloading of cargo at a port. If a ship fails to complete the work during this allotted time and the ship is required to stay at a port for a longer time, then demurrage (fine) is incurred to the ship owner.

Philippines ratification marks global milestone for decent work for seafarers The Philippines is the 30th Member to have its ratification registered and join the group of the “first 30” ILO countries to demonstrate their commitment to ensuring decent work for seafarer and a level playing field for quality shipowners. The ratification by the Philippines will enable the Convention to come into effect as binding international law on 20 August 2013. This is good for all Filipino seafarers but how about Phil local domestic shipping industry's comment on this new development ? Is this also a good news for them ? I just hope that they will also comply with the MLC 2006 for the benefits of our seafarers.

OPA 90

The passing of the Oil Pollution Act of 1990 (OPA 90) after the Exxon Valdez disaster has led to the requirement to replace single hull petroleum tankers with double hull tank vessels sailing in U.S. waters. This requirement was soon adopted by the IMO and became a worldwide regulation. This means that, now, tank vessels worldwide are carrying thousands of extra tons of steel in order to meet the double hull requirements. Though these double hulls reduce the threat of oil pollution as a result of grounding, they significantly increase the amount of energy needed to propel a vessel and increase the amount of air pollution into the atmosphere. As a result, the maritime industry’s carbon footprint and criteria pollutant emissions also increased.

North American emission control area comes into effect on 1 August 2012

The North American Emission Control Area (ECA), under the International Convention for the Prevention of Pollution from Ships (MARPOL), comes into effect from 1 August 2012, bringing in stricter controls on emissions of sulphur oxides (SOx), nitrogen oxides (NOx) and particulate matter for ships trading off the coasts of Canada, the United States and the French overseas collectivity of Saint-Pierre and Miquelon.

MLC 2006 news update ...On 20 July 2012, the Government of Cyprus deposited with the International Labor Office the instrument of ratification of the Maritime Labor Convention, 2006 (MLC, 2006). Cyprus is the 29th ILO member State and the ninth EU member State to have ratified the Convention. We need only 01 member state to fully implement the new convention. For me, this is a good news especially for the seafarers. The pressure is now on the part of the owners.

The issues of Panatag Shoal...one of the hot issue in the Intl news is about Panatag shoal. This is a big issue on Intl Maritime Law. The Philippines, the People's Republic of China, and the Republic of China (Taiwan) all claim Panatag Shoal. As a Filipino I'll be on Phil side but of course if I'm a Chinese I'll also depend the right of China. Hopefully, this issue will settle in a peaceful manner.

International Code for the Application of Fire Test Procedures (2010 FTP Code) mandatory from 1 July 2012
Amendments to the International Convention for the Safety of Life at Sea (SOLAS) to make mandatory the International Code for the Application of Fire Test Procedures (2010 FTP Code) came into force on 1 July 2012, thereby enhancing the fire safety provisions onboard all ships.

Good AM to all. As of today 2012, the total nos. of members state having ratified the MLC 2006 is now 28, the latest is SWEDEN last 12 June 2012. We're now almost there to complete the 30 members state. A good news or a bad news for all parties ?
Good morning classmates. Let's start blogging for compliance with our MARLAW in CAMS. Maritime Labor Convention 2006 or MLC 2006 is near for implementation, probably this year or next year. As per latest record this morning, a total of 27 members state with a total of 56 % total share in the world gross tonnage of ships confirmed their ratification (only 30 members and 33% are needed for ratification). MLC 2006 is considered the 4th pillar of Intl regulatory region for quality shipping complimenting the key convention of the Intl Maritime Org, ( IMO ). Do we consider this a good news to the maritime industry in general ?

GE Marine for Panama Canal New Tug Boats (USA)


A business unit of GE Transportation recently announced an order for 28 of its Model 8L250 Marine engines to power 14 new tug boats commissioned by the Panama Canal Authority. This marks the third order by the authority for GE Marine engines to power its fleet. The first order for 26 GE Marine Model 12V228 engines was placed in 2008 to power 13 vessels that are now in service. A second order was placed in 2009 for an additional four Model 12V228 engines for tugs still being built. GE Marine engines are designed for availability, performance and low life-cycle cost. GE CEO for Central America and the Caribbean, Mr. Hector Aguilar , said that, “For more than 100 years, GE has built a strong relationship with the Panama Canal Authority providing and offering the highest technology and services”.
